(1) If for some reason it is not practical to collect arrears, the department should take immediate action to cut off the stream and recommend to the Government of Nepal to waive the arrears.
(2) In accordance with the recommendation under sub-rule (1), if it is deemed necessary to waive the arrears, the Government of Nepal may waive the arrears.
